教育部基础教育司负责人就《“十四五”县域普通高中发展提升行动计划》答记者问

  近日,教育部(bu)、国家发展改革(ge)委(wei)、财政部(bu)等九(jiu)部(bu)门联合印(yin)发了(le)《“十四五(wu)”县(xian)域普通高中发展提升(sheng)行动计划(hua)》(以下简(jian)称(cheng)县(xian)中提升(sheng)计划(hua)),教育部(bu)基础教育司负(fu)责人(ren)就有关问(wen)题回答了(le)记者提问(wen)。

  1.请介绍一下制定实施“县中提升计划”的背景?

  答(da):党中(zhong)(zhong)央、国(guo)务院高(gao)(gao)(gao)度重视普(pu)通(tong)高(gao)(gao)(gao)中(zhong)(zhong)教(jiao)(jiao)育(yu)(yu)工作(zuo),党的(de)十(shi)九届五(wu)中(zhong)(zhong)全会明确(que)提出(chu)“到(dao)(dao)2025年高(gao)(gao)(gao)中(zhong)(zhong)阶段教(jiao)(jiao)育(yu)(yu)毛入学率提高(gao)(gao)(gao)到(dao)(dao)92%以(yi)上”,2021年《政府工作(zuo)报(bao)告(gao)》提出(chu)“加强(qiang)县(xian)域高(gao)(gao)(gao)中(zhong)(zhong)建设”。我国(guo)县(xian)域普(pu)通(tong)高(gao)(gao)(gao)中(zhong)(zhong)(县(xian)、县(xian)级市举(ju)办的(de)普(pu)通(tong)高(gao)(gao)(gao)中(zhong)(zhong),以(yi)下简称县(xian)中(zhong)(zhong))规(gui)模超(chao)过全国(guo)普(pu)通(tong)高(gao)(gao)(gao)中(zhong)(zhong)学校总数一(yi)半,是县(xian)域基础教(jiao)(jiao)育(yu)(yu)的(de)龙头,办好县(xian)中(zhong)(zhong)对巩固提高(gao)(gao)(gao)高(gao)(gao)(gao)中(zhong)(zhong)阶段教(jiao)(jiao)育(yu)(yu)普(pu)及(ji)水平(ping),带动(dong)县(xian)域义(yi)务教(jiao)(jiao)育(yu)(yu)优(you)质均衡发(fa)展(zhan),服(fu)务国(guo)家乡村振兴和人才发(fa)展(zhan)战略(lve),具(ju)有重大意义(yi)。

  党的十八(ba)大(da)(da)以(yi)来,国家通过实施高(gao)中(zhong)阶段(duan)教育普及攻(gong)坚计(ji)划(hua),到(dao)(dao)2020年如期(qi)实现(xian)了全(quan)国高(gao)中(zhong)阶段(duan)教育毛入学(xue)(xue)率达到(dao)(dao)90%以(yi)上的目标,县(xian)(xian)中(zhong)办学(xue)(xue)资源得(de)到(dao)(dao)显著扩大(da)(da)。但(dan)是,目前一些地方县(xian)(xian)中(zhong)发展(zhan)还存(cun)在生源和教师流失(shi)比较严重、基础(chu)条件(jian)相(xiang)对(dui)薄弱(ruo)、教育质量有(you)待提(ti)高(gao)等突出(chu)问题,特别是适应(ying)高(gao)考综合改革(ge)实施选(xuan)课走班(ban),县(xian)(xian)中(zhong)办学(xue)(xue)资源不足(zu)问题更(geng)加(jia)突出(chu),迫(po)切需(xu)要加(jia)大(da)(da)扶持力度,整体(ti)提(ti)升县(xian)(xian)中(zhong)办学(xue)(xue)水平。

  2.实施“县中提升计划”是一项系统工程,需要统筹设计,请谈一谈计划实施的总体思路是什么?

  答:实(shi)施“县(xian)(xian)(xian)中(zhong)(zhong)提(ti)升(sheng)计划”的(de)(de)总体思路是:以习近平新(xin)时代(dai)中(zhong)(zhong)国特色社会(hui)主(zhu)义思想为指(zhi)导,深入(ru)贯(guan)彻(che)党的(de)(de)十(shi)九(jiu)届五中(zhong)(zhong)全会(hui)精神(shen),全面贯(guan)彻(che)党的(de)(de)教(jiao)(jiao)育(yu)(yu)方针,围绕(rao)建设高(gao)质量(liang)教(jiao)(jiao)育(yu)(yu)体系核心任务(wu),按照“坚持(chi)源(yuan)头治理、强化(hua)政府责任、促进(jin)协调发(fa)展、深化(hua)教(jiao)(jiao)学改(gai)革(ge)”的(de)(de)工作原则(ze),统筹谋(mou)划市域内县(xian)(xian)(xian)中(zhong)(zhong)和(he)城区普(pu)通(tong)高(gao)中(zhong)(zhong)发(fa)展,进(jin)一步健全县(xian)(xian)(xian)中(zhong)(zhong)发(fa)展提(ti)升(sheng)保障(zhang)机制,规(gui)范普(pu)通(tong)高(gao)中(zhong)(zhong)招生秩序,深化(hua)学校教(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)学改(gai)革(ge),着力解决县(xian)(xian)(xian)中(zhong)(zhong)优质生源(yuan)和(he)优秀教(jiao)(jiao)师(shi)过度流失问(wen)题,积极改(gai)善县(xian)(xian)(xian)中(zhong)(zhong)办(ban)学条件,推动全面提(ti)高(gao)县(xian)(xian)(xian)中(zhong)(zhong)教(jiao)(jiao)育(yu)(yu)质量(liang),加快(kuai)缩小教(jiao)(jiao)育(yu)(yu)差距,办(ban)好(hao)人(ren)(ren)民满意的(de)(de)教(jiao)(jiao)育(yu)(yu),为实(shi)现(xian)教(jiao)(jiao)育(yu)(yu)现(xian)代(dai)化(hua)、建成教(jiao)(jiao)育(yu)(yu)强国奠定基础,努力培养(yang)能够担当民族复兴大任的(de)(de)时代(dai)新(xin)人(ren)(ren)。

  3.“县中提升计划”的主要目标和重点任务是什么?

  答:“县(xian)(xian)中(zhong)(zhong)提(ti)升计划”提(ti)出了1项总(zong)(zong)体(ti)目(mu)标和5个具体(ti)目(mu)标。总(zong)(zong)体(ti)目(mu)标是(shi):到2025年(nian)县(xian)(xian)中(zhong)(zhong)整体(ti)办(ban)学(xue)水平显(xian)著(zhu)提(ti)升,市(shi)域内县(xian)(xian)中(zhong)(zhong)和城(cheng)区普通(tong)高(gao)(gao)(gao)中(zhong)(zhong)协(xie)调发展(zhan)机(ji)制(zhi)基本(ben)(ben)(ben)健(jian)全,统筹(chou)普通(tong)高(gao)(gao)(gao)中(zhong)(zhong)教(jiao)育(yu)和中(zhong)(zhong)等职业教(jiao)育(yu)发展(zhan),推动高(gao)(gao)(gao)中(zhong)(zhong)阶段(duan)教(jiao)育(yu)毛入学(xue)率达(da)到92%以上。具体(ti)目(mu)标是(shi):一是(shi)公民办(ban)普通(tong)高(gao)(gao)(gao)中(zhong)(zhong)招生全面规范,县(xian)(xian)中(zhong)(zhong)生源流失现象得(de)到根本(ben)(ben)(ben)扭(niu)转;二是(shi)教(jiao)师(shi)补(bu)充激励机(ji)制(zhi)基本(ben)(ben)(ben)健(jian)全,县(xian)(xian)中(zhong)(zhong)校(xiao)长和教(jiao)师(shi)队(dui)伍建设明(ming)显(xian)加强;三(san)是(shi)教(jiao)育(yu)经费(fei)投入机(ji)制(zhi)基本(ben)(ben)(ben)健(jian)全,县(xian)(xian)中(zhong)(zhong)办(ban)学(xue)经费(fei)得(de)到切实保障;四是(shi)薄(bo)弱县(xian)(xian)中(zhong)(zhong)办(ban)学(xue)条件(jian)基本(ben)(ben)(ben)改善,学(xue)校(xiao)建设基本(ben)(ben)(ben)实现标准化;五是(shi)教(jiao)育(yu)教(jiao)学(xue)改革进(jin)一步深化,县(xian)(xian)中(zhong)(zhong)教(jiao)育(yu)质量显(xian)著(zhu)提(ti)高(gao)(gao)(gao)。

  围绕落实主要目标(biao),“县(xian)(xian)中(zhong)(zhong)提(ti)(ti)升计划”提(ti)(ti)出了四(si)项重点任务。一(yi)是(shi)深(shen)化(hua)(hua)招(zhao)生管(guan)理改革(ge)(ge)。要求(qiu)各(ge)地(di)(di)全面推进基于初中(zhong)(zhong)学(xue)(xue)(xue)(xue)(xue)业水平考试成(cheng)(cheng)(cheng)绩、结(jie)(jie)合(he)(he)综(zong)合(he)(he)素(su)质(zhi)评(ping)价考试招(zhao)生录取模式(shi),着力构建(jian)(jian)规范有序和监督有力的招(zhao)生机制,坚决杜绝违规跨区域掐尖(jian)招(zhao)生,防止县(xian)(xian)中(zhong)(zhong)生源(yuan)(yuan)过度流(liu)失,维护良好教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)生态。二是(shi)加(jia)强(qiang)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)(shi)(shi)队伍建(jian)(jian)设。要求(qiu)各(ge)地(di)(di)促进优(you)秀人才合(he)(he)理流(liu)动(dong),防止县(xian)(xian)中(zhong)(zhong)优(you)秀人才流(liu)失;加(jia)大(da)县(xian)(xian)中(zhong)(zhong)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)(shi)(shi)补充力度,优(you)化(hua)(hua)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)(shi)(shi)资源(yuan)(yuan)配置,加(jia)强(qiang)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)(shi)(shi)培训,保障教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)(shi)(shi)待遇,努力建(jian)(jian)设一(yi)支数量充足、结(jie)(jie)构合(he)(he)理、素(su)质(zhi)优(you)良、相对(dui)稳定的县(xian)(xian)中(zhong)(zhong)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)(shi)(shi)队伍。三(san)是(shi)改善(shan)办学(xue)(xue)(xue)(xue)(xue)薄弱环节。要求(qiu)各(ge)地(di)(di)加(jia)强(qiang)县(xian)(xian)中(zhong)(zhong)标(biao)准化(hua)(hua)建(jian)(jian)设,全面化(hua)(hua)解大(da)班(ban)额(e),有效控制大(da)规模学(xue)(xue)(xue)(xue)(xue)校(xiao);加(jia)强(qiang)学(xue)(xue)(xue)(xue)(xue)科教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)室、创新(xin)实验(yan)室、实验(yan)设备与信(xin)息化(hua)(hua)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)学(xue)(xue)(xue)(xue)(xue)条件建(jian)(jian)设;加(jia)强(qiang)学(xue)(xue)(xue)(xue)(xue)校(xiao)文化(hua)(hua)建(jian)(jian)设,改善(shan)学(xue)(xue)(xue)(xue)(xue)校(xiao)食(shi)宿卫生等生活(huo)(huo)条件。四(si)是(shi)提(ti)(ti)高(gao)(gao)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)学(xue)(xue)(xue)(xue)(xue)质(zhi)量。要求(qiu)各(ge)地(di)(di)深(shen)化(hua)(hua)课程教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)学(xue)(xue)(xue)(xue)(xue)改革(ge)(ge),大(da)力推进优(you)秀教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)学(xue)(xue)(xue)(xue)(xue)成(cheng)(cheng)(cheng)果应用(yong)(yong),完善(shan)选(xuan)课走班(ban)、综(zong)合(he)(he)素(su)质(zhi)评(ping)价和学(xue)(xue)(xue)(xue)(xue)生发展指导,充分利(li)用(yong)(yong)农业农村(cun)资源(yuan)(yuan),加(jia)强(qiang)劳动(dong)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)和综(zong)合(he)(he)实践(jian)活(huo)(huo)动(dong),形成(cheng)(cheng)(cheng)具(ju)有鲜明(ming)县(xian)(xian)域特色的普通高(gao)(gao)中(zhong)(zhong)育(yu)(yu)人模式(shi)。

  4.“县中提升计划”采取哪些措施防止县中生源流失?

  答:按照(zhao)中(zhong)(zhong)央(yang)有(you)关(guan)部(bu)署要求,在2021年招(zhao)(zhao)生(sheng)(sheng)(sheng)工作(zuo)中(zhong)(zhong),教(jiao)育(yu)(yu)部(bu)指导各地(di)(di)(di)大(da)力(li)推(tui)进普(pu)通高中(zhong)(zhong)公民同招(zhao)(zhao)和(he)属(shu)地(di)(di)(di)招(zhao)(zhao)生(sheng)(sheng)(sheng)政策(ce),着力(li)构(gou)建(jian)规(gui)范有(you)序(xu)和(he)监督有(you)力(li)的(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)机制(zhi),积极促进城(cheng)乡教(jiao)育(yu)(yu)公平(ping)发展。为坚决(jue)遏制(zhi)县中(zhong)(zhong)生(sheng)(sheng)(sheng)源流失(shi),这次“县中(zhong)(zhong)提(ti)升(sheng)计划”主(zhu)要从三个方面进一步对加强招(zhao)(zhao)生(sheng)(sheng)(sheng)管理工作(zuo)提(ti)出了要求:一是明确(que)各级(ji)招(zhao)(zhao)生(sheng)(sheng)(sheng)管理责(ze)任(ren),提(ti)出各地(di)(di)(di)要在落(luo)实县级(ji)招(zhao)(zhao)生(sheng)(sheng)(sheng)管理责(ze)任(ren)的(de)基础上,切实强化省级(ji)统筹责(ze)任(ren)和(he)地(di)(di)(di)市主(zhu)体(ti)责(ze)任(ren),严格普(pu)通高中(zhong)(zhong)招(zhao)(zhao)生(sheng)(sheng)(sheng)管理,全(quan)面落(luo)实公民同招(zhao)(zhao)和(he)属(shu)地(di)(di)(di)招(zhao)(zhao)生(sheng)(sheng)(sheng)政策(ce);二(er)是强化招(zhao)(zhao)生(sheng)(sheng)(sheng)工作(zuo)监管,要求各地(di)(di)(di)全(quan)面建(jian)立(li)地(di)(di)(di)市级(ji)高中(zhong)(zhong)阶段学校(xiao)统一招(zhao)(zhao)生(sheng)(sheng)(sheng)录取(qu)网络(luo)平(ping)台(tai)(tai),鼓励有(you)条(tiao)件的(de)地(di)(di)(di)方建(jian)立(li)省级(ji)统一招(zhao)(zhao)生(sheng)(sheng)(sheng)录取(qu)网络(luo)平(ping)台(tai)(tai),切实加强招(zhao)(zhao)生(sheng)(sheng)(sheng)计划和(he)录取(qu)过程(cheng)管理,加大(da)对违规(gui)招(zhao)(zhao)生(sheng)(sheng)(sheng)行为的(de)查(cha)处力(li)度;三是增加农村学生(sheng)(sheng)(sheng)升(sheng)学机会(hui),提(ti)出“十四五”期间高校(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)有(you)关(guan)专(zhuan)项(xiang)计划将继(ji)续对基础教(jiao)育(yu)(yu)薄弱地(di)(di)(di)区(qu)予以支持(chi)。

  5.“县中提升计划”在加强县中教师队伍建设方面有哪些考虑?

  答:为推(tui)动(dong)解决县(xian)中教师总量(liang)不足以(yi)及招聘(pin)难、留不住等(deng)问题,促进整体提(ti)(ti)升县(xian)中教师队(dui)伍(wu)素质,“县(xian)中提(ti)(ti)升计划”提(ti)(ti)出了一系列政策举措。主(zhu)要包(bao)括以(yi)下几个(ge)方(fang)面:

  一是加(jia)大县(xian)中教(jiao)(jiao)(jiao)师(shi)(shi)(shi)补(bu)充力(li)度(du)。要求(qiu)各(ge)地严格(ge)落实中央关于中小学(xue)教(jiao)(jiao)(jiao)职工编(bian)制(zhi)标准(zhun)和(he)统筹管理的相关规(gui)定,依照标准(zhun)条件及(ji)时(shi)补(bu)充县(xian)中教(jiao)(jiao)(jiao)师(shi)(shi)(shi)。实施中西(xi)部欠发达(da)地区优(you)秀教(jiao)(jiao)(jiao)师(shi)(shi)(shi)定向培(pei)养计划,加(jia)大县(xian)中教(jiao)(jiao)(jiao)师(shi)(shi)(shi)培(pei)养力(li)度(du)。同(tong)时(shi),要求(qiu)各(ge)地教(jiao)(jiao)(jiao)育行政部门不得挤(ji)占县(xian)中教(jiao)(jiao)(jiao)职工编(bian)制(zhi)或长期(qi)借(jie)用县(xian)中教(jiao)(jiao)(jiao)师(shi)(shi)(shi),严禁公办学(xue)校(xiao)教(jiao)(jiao)(jiao)师(shi)(shi)(shi)在民办学(xue)校(xiao)任教(jiao)(jiao)(jiao)。

  二是健全县中(zhong)(zhong)教(jiao)(jiao)师(shi)激励机制。要(yao)求各地适(shi)当提高(gao)(gao)中(zhong)(zhong)小(xiao)学(xue)中(zhong)(zhong)级、高(gao)(gao)级教(jiao)(jiao)师(shi)岗位比例,中(zhong)(zhong)高(gao)(gao)级教(jiao)(jiao)师(shi)岗位设置(zhi)适(shi)当向(xiang)(xiang)县中(zhong)(zhong)倾斜(xie),合理(li)核定县中(zhong)(zhong)绩效工(gong)资总量,绩效工(gong)资内(nei)部分配(pei)向(xiang)(xiang)优(you)秀(xiu)人(ren)才倾斜(xie)。

  三是严(yan)(yan)禁抢(qiang)挖(wa)(wa)县(xian)中优(you)秀(xiu)教(jiao)(jiao)师(shi)。要求各地(di)严(yan)(yan)格按(an)照国家有关规(gui)定和程序(xu)办(ban)理教(jiao)(jiao)师(shi)流动(dong)手续(xu),严(yan)(yan)禁发达地(di)区、城区学(xue)校(xiao)到薄弱地(di)区、县(xian)中抢(qiang)挖(wa)(wa)优(you)秀(xiu)校(xiao)长和教(jiao)(jiao)师(shi),对未经组(zu)织人事部(bu)门(men)和教(jiao)(jiao)育行政部(bu)门(men)同(tong)意,恶意从县(xian)中学(xue)校(xiao)抢(qiang)挖(wa)(wa)人才(cai)的,停止学(xue)校(xiao)各类评(ping)优(you)评(ping)先资格。

  四是(shi)提(ti)高(gao)县中(zhong)教(jiao)(jiao)(jiao)师队(dui)伍素质。教(jiao)(jiao)(jiao)育部组(zu)织(zhi)开展县中(zhong)校(xiao)(xiao)长(zhang)和(he)(he)教(jiao)(jiao)(jiao)师骨干示范培训(xun),省级组(zu)织(zhi)县中(zhong)校(xiao)(xiao)长(zhang)和(he)(he)教(jiao)(jiao)(jiao)师全员(yuan)培训(xun),促(cu)进(jin)提(ti)高(gao)校(xiao)(xiao)长(zhang)办(ban)学(xue)(xue)治校(xiao)(xiao)能力(li)和(he)(he)教(jiao)(jiao)(jiao)师教(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)学(xue)(xue)水平。同时,要求地方(fang)各级教(jiao)(jiao)(jiao)研(yan)部门要配齐普通高(gao)中(zhong)各学(xue)(xue)科专职教(jiao)(jiao)(jiao)研(yan)员(yuan),有针(zhen)对(dui)(dui)性地加强对(dui)(dui)县中(zhong)教(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)学(xue)(xue)工作的研(yan)究和(he)(he)指导(dao)。

  6.“县中提升计划”提出要实施县中托管帮扶工程,请介绍一下具体实施方式。

  答:为(wei)充分发(fa)挥优质教育资源辐射(she)带动(dong)作用,加快提升县中办学水平(ping),“县中提升计划”提出通过国家(jia)引导、地方(fang)支持、双向选择的方(fang)式(shi),开展多种形式(shi)的县中托管(guan)帮扶工作,努力使每个教育基(ji)础薄弱县都得到支持。

  一是(shi)明(ming)确各(ge)级(ji)托(tuo)管帮扶(fu)任务。教(jiao)(jiao)育部(bu)依托(tuo)举办附属(shu)(shu)中(zhong)学的(de)部(bu)属(shu)(shu)高(gao)校,面(mian)向(xiang)100个(ge)县(xian)托(tuo)管100所县(xian)中(zhong),发(fa)挥示范引领作用;按照对口(kou)支援关系,组织(zhi)东部(bu)发(fa)达地(di)区(qu)省份,面(mian)向(xiang)西部(bu)10省160个(ge)国家乡村(cun)振(zhen)兴重点(dian)帮扶(fu)县(xian)开展(zhan)组团式对口(kou)帮扶(fu)。同(tong)时,要求各(ge)省(区(qu)、市(shi))要组织(zhi)有条件的(de)地(di)方高(gao)校开展(zhan)县(xian)中(zhong)托(tuo)管帮扶(fu)工作;地(di)市(shi)级(ji)教(jiao)(jiao)育行政部(bu)门要积极组织(zhi)区(qu)域内优(you)质普(pu)通高(gao)中(zhong)与薄弱县(xian)中(zhong)开展(zhan)联合办学、对口(kou)支援,每(mei)所优(you)质普(pu)通高(gao)中(zhong)至少托(tuo)管帮扶(fu)1所薄弱县(xian)中(zhong)。

  二是(shi)建立托(tuo)(tuo)管(guan)帮扶保障(zhang)(zhang)机(ji)制。要求有(you)关(guan)高校(xiao)和(he)地(di)方(fang)要协商(shang)制定县(xian)中托(tuo)(tuo)管(guan)帮扶工作实(shi)施方(fang)案,充分发挥托(tuo)(tuo)管(guan)高校(xiao)在县(xian)中校(xiao)长选配、教(jiao)师(shi)招(zhao)聘、师(shi)资培训和(he)教(jiao)学管(guan)理(li)等方(fang)面的重要作用,地(di)方(fang)政府应给(ji)予积极支持和(he)相应保障(zhang)(zhang)。明确托(tuo)(tuo)管(guan)高校(xiao)要坚持教(jiao)育公(gong)益(yi)性原则,不得收取(qu)“品牌费(fei)”,地(di)方(fang)政府可(ke)给(ji)予托(tuo)(tuo)管(guan)高校(xiao)一定管(guan)理(li)费(fei),用于托(tuo)(tuo)管(guan)工作有(you)关(guan)支出。同时,按照(zhao)国家有(you)关(guan)规定,对在托(tuo)(tuo)管(guan)帮扶工作中表现突出的学校(xiao)、团队和(he)个人给(ji)予表彰(zhang)奖励。

  7.“县中提升计划”还提出要实施县中标准化建设工程,请介绍一下工程实施的主要措施和要求。

  答:为补齐县(xian)中(zhong)(zhong)办学(xue)(xue)条(tiao)件(jian)短板(ban)、加(jia)(jia)快(kuai)缩(suo)小(xiao)城乡办学(xue)(xue)条(tiao)件(jian)差距(ju),“县(xian)中(zhong)(zhong)提升(sheng)计划”提出实(shi)施县(xian)中(zhong)(zhong)标准(zhun)化(hua)(hua)建(jian)设(she)工程,并(bing)统(tong)筹加(jia)(jia)大(da)中(zhong)(zhong)央和地(di)方财(cai)政(zheng)投入,确保“十四(si)五”期间如期完成(cheng)县(xian)中(zhong)(zhong)标准(zhun)化(hua)(hua)建(jian)设(she)。一是完善建(jian)设(she)标准(zhun)。为更(geng)好(hao)适(shi)应高考综合改(gai)(gai)革和普(pu)通高中(zhong)(zhong)育(yu)人方式改(gai)(gai)革,满(man)足实(shi)施选课(ke)走(zou)需要(yao),提出国(guo)家修订普(pu)通中(zhong)(zhong)小(xiao)学(xue)(xue)校(xiao)建(jian)设(she)标准(zhun),完善普(pu)通高中(zhong)(zhong)学(xue)(xue)校(xiao)建(jian)设(she)要(yao)求。二是加(jia)(jia)大(da)财(cai)政(zheng)投入。提出国(guo)家继续实(shi)施改(gai)(gai)善普(pu)通高中(zhong)(zhong)学(xue)(xue)校(xiao)办学(xue)(xue)条(tiao)件(jian)项目,重点支(zhi)持改(gai)(gai)善县(xian)中(zhong)(zhong)基(ji)本办学(xue)(xue)条(tiao)件(jian)。同时,要(yao)求各省(区、市(shi))要(yao)指导市(shi)县(xian)“一校(xiao)一案”制(zhi)订本地(di)县(xian)中(zhong)(zhong)标准(zhun)化(hua)(hua)建(jian)设(she)工程实(shi)施方案,切实(shi)加(jia)(jia)大(da)地(di)方财(cai)政(zheng)投入,并(bing)严格(ge)学(xue)(xue)校(xiao)建(jian)设(she)经费管理,严禁超(chao)标建(jian)设(she)豪华学(xue)(xue)校(xiao)。三是扩大(da)教育(yu)资(zi)源(yuan)。要(yao)求在常住人口5万人以(yi)上(shang)(shang)或初中(zhong)(zhong)毕业生2000人以(yi)上(shang)(shang)的县(xian),原则上(shang)(shang)应建(jian)设(she)1所普(pu)通高中(zhong)(zhong)。四(si)是加(jia)(jia)强信息(xi)(xi)化(hua)(hua)建(jian)设(she)。要(yao)求各地(di)实(shi)现县(xian)中(zhong)(zhong)网络联接全覆盖,完善线上(shang)(shang)教育(yu)教学(xue)(xue)资(zi)源(yuan)建(jian)设(she)与(yu)应用保障体系,加(jia)(jia)快(kuai)提升(sheng)县(xian)中(zhong)(zhong)教育(yu)信息(xi)(xi)化(hua)(hua)水平,更(geng)好(hao)促(cu)进优质教育(yu)资(zi)源(yuan)共享。

  8.如何加快消除大班额和有效控制大规模学校?

  答:近年(nian)(nian)来,各(ge)地(di)(di)综合(he)实施(shi)高(gao)(gao)中阶(jie)段教(jiao)育普(pu)及攻(gong)坚计划,在化解(jie)(jie)大(da)班(ban)额(e)(e)方(fang)(fang)面取(qu)得了显(xian)著(zhu)成效(xiao),2020年(nian)(nian)全(quan)国(guo)普(pu)通(tong)(tong)(tong)高(gao)(gao)中大(da)班(ban)额(e)(e)比例为9.45%,比2017年(nian)(nian)下(xia)降了近21个百(bai)分点,但中西部地(di)(di)区大(da)班(ban)额(e)(e)比例仍(reng)高(gao)(gao)于(yu)全(quan)国(guo)平均水平,部分地(di)(di)方(fang)(fang)还存在大(da)规(gui)模(mo)(mo)学(xue)(xue)(xue)校问题,直接影响了教(jiao)育质(zhi)量,也不利于(yu)学(xue)(xue)(xue)校管理和(he)(he)学(xue)(xue)(xue)生身心(xin)健康。对此,“县中提升计划”进一步提出了工作目(mu)标和(he)(he)要求,一是(shi)加大(da)消除普(pu)通(tong)(tong)(tong)高(gao)(gao)中大(da)班(ban)额(e)(e)专(zhuan)项规(gui)划实施(shi)力度(du),全(quan)面消除56人及以上大(da)班(ban)额(e)(e),普(pu)通(tong)(tong)(tong)高(gao)(gao)中新入学(xue)(xue)(xue)年(nian)(nian)级班(ban)额(e)(e)不得超过(guo)55人。二是(shi)对现有(you)(you)的(de)(de)大(da)规(gui)模(mo)(mo)学(xue)(xue)(xue)校,各(ge)地(di)(di)要结合(he)实际制订规(gui)模(mo)(mo)压减实施(shi)方(fang)(fang)案,积极稳妥化解(jie)(jie)大(da)规(gui)模(mo)(mo)学(xue)(xue)(xue)校,并随着(zhe)办学(xue)(xue)(xue)规(gui)模(mo)(mo)调整,优(you)化校舍(she)资源配置和(he)(he)功能(neng)结构,有(you)(you)效(xiao)改善教(jiao)学(xue)(xue)(xue)条件(jian)和(he)(he)学(xue)(xue)(xue)习生活环境;严禁随意撤并县中,新建普(pu)通(tong)(tong)(tong)高(gao)(gao)中规(gui)模(mo)(mo)不得超过(guo)3000人,防止出现新的(de)(de)大(da)规(gui)模(mo)(mo)学(xue)(xue)(xue)校。

  9.“县中提升计划”在提高县中经费投入水平方面提出了哪些政策要求?

  答:针对(dui)部分地方存在的(de)县(xian)中教(jiao)育经(jing)(jing)费(fei)(fei)投入(ru)水(shui)平(ping)(ping)总(zong)体偏低(di),普(pu)通高中生(sheng)(sheng)均(jun)(jun)公(gong)用(yong)(yong)经(jing)(jing)费(fei)(fei)拨(bo)款制度落实不到位等问题(ti),“县(xian)中提升计(ji)划”有针对(dui)性地提出(chu)了保障措施(shi)。一是提高县(xian)中投入(ru)水(shui)平(ping)(ping)。要(yao)求各地要(yao)进(jin)一步加大普(pu)通高中教(jiao)育投入(ru)力度,并向县(xian)中倾斜。二是健全经(jing)(jing)费(fei)(fei)投入(ru)机制。要(yao)求各省(区、市)科学核定普(pu)通高中办学成本(ben),适(shi)(shi)应经(jing)(jing)济(ji)社会发展水(shui)平(ping)(ping),建立(li)完(wan)(wan)善生(sheng)(sheng)均(jun)(jun)公(gong)用(yong)(yong)经(jing)(jing)费(fei)(fei)标准和学费(fei)(fei)标准定期动态调整(zheng)机制,适(shi)(shi)时提高普(pu)通高中生(sheng)(sheng)均(jun)(jun)公(gong)用(yong)(yong)经(jing)(jing)费(fei)(fei)水(shui)平(ping)(ping),省、市两级要(yao)加大对(dui)欠(qian)发达县(xian)区经(jing)(jing)费(fei)(fei)投入(ru),确(que)保县(xian)中生(sheng)(sheng)均(jun)(jun)公(gong)用(yong)(yong)经(jing)(jing)费(fei)(fei)足额拨(bo)付到校。三是落实贫困(kun)(kun)学生(sheng)(sheng)资助(zhu)政策。继续实施(shi)好国(guo)家(jia)助(zhu)学金和免学杂(za)费(fei)(fei)政策,确(que)保家(jia)庭经(jing)(jing)济(ji)困(kun)(kun)难学生(sheng)(sheng)顺(shun)利完(wan)(wan)成学业。
