教育部基础教育司负责人就《“十四五”学前教育发展提升行动计划》答记者问

  近日(ri),教育部、国家发展(zhan)改革委、财政部等九部门印发了《“十四五”学(xue)前(qian)教育发展(zhan)提升行(xing)动计(ji)划(hua)(hua)》(以(yi)下简称“学(xue)前(qian)提升计(ji)划(hua)(hua)”),教育部基础(chu)教育司(si)负责人就(jiu)有(you)关问题回答了记(ji)者提问。

  1.请介绍一下编制实施“学前提升计划”的背景?

  答:党中央(yang)(yang)、国(guo)务院(yuan)高度重视学(xue)(xue)(xue)(xue)(xue)(xue)前(qian)教(jiao)育(yu)(yu)(yu),党的(de)十九届五中全(quan)(quan)会特(te)别强调“完善普(pu)惠(hui)(hui)性(xing)学(xue)(xue)(xue)(xue)(xue)(xue)前(qian)教(jiao)育(yu)(yu)(yu)保(bao)障(zhang)机(ji)制”,《中共中央(yang)(yang) 国(guo)务院(yuan)关于学(xue)(xue)(xue)(xue)(xue)(xue)前(qian)教(jiao)育(yu)(yu)(yu)深化(hua)改革规范发(fa)展的(de)若(ruo)干(gan)意(yi)(yi)见》(以(yi)下简(jian)称《若(ruo)干(gan)意(yi)(yi)见》)要(yao)求到(dao)2035年全(quan)(quan)面普(pu)及(ji)学(xue)(xue)(xue)(xue)(xue)(xue)前(qian)三(san)年教(jiao)育(yu)(yu)(yu),国(guo)家(jia)“十四五”规划(hua)明确提出(chu)到(dao)2025年全(quan)(quan)国(guo)学(xue)(xue)(xue)(xue)(xue)(xue)前(qian)三(san)年毛入园(yuan)率(lv)达(da)到(dao)90%以(yi)上。学(xue)(xue)(xue)(xue)(xue)(xue)前(qian)教(jiao)育(yu)(yu)(yu)经过十年的(de)快速发(fa)展,虽然(ran)实现了普(pu)及(ji)普(pu)惠(hui)(hui)目(mu)标,但仍是整个教(jiao)育(yu)(yu)(yu)体系最薄弱(ruo)的(de)环节,还存在着经费投入不(bu)足、成本分担机(ji)制不(bu)健全(quan)(quan)、教(jiao)师(shi)待(dai)遇保(bao)障(zhang)不(bu)到(dao)位、科(ke)学(xue)(xue)(xue)(xue)(xue)(xue)保(bao)教(jiao)水平有待(dai)提高等突(tu)出(chu)问题(ti),随着三(san)孩政策实施,普(pu)惠(hui)(hui)性(xing)资源区域性(xing)、结构(gou)性(xing)短缺的(de)矛盾(dun)依(yi)然(ran)存在,需要(yao)继续实施“学(xue)(xue)(xue)(xue)(xue)(xue)前(qian)提升计划(hua)”,在巩固普(pu)及(ji)普(pu)惠(hui)(hui)成果的(de)基础(chu)上,进一步破解制约(yue)学(xue)(xue)(xue)(xue)(xue)(xue)前(qian)教(jiao)育(yu)(yu)(yu)体制机(ji)制的(de)瓶颈问题(ti),健全(quan)(quan)普(pu)惠(hui)(hui)性(xing)学(xue)(xue)(xue)(xue)(xue)(xue)前(qian)教(jiao)育(yu)(yu)(yu)保(bao)障(zhang)机(ji)制,不(bu)断提高普(pu)及(ji)普(pu)惠(hui)(hui)水平,全(quan)(quan)面提升幼儿园(yuan)保(bao)教(jiao)质量。

  2. 请介绍下“学前提升计划”的研制过程?

  答:一是广(guang)泛深(shen)(shen)入(ru)调研(yan)(yan)。组织专家先(xian)后赴多(duo)个省(sheng)份(fen)进行(xing)(xing)(xing)专题调研(yan)(yan),部(bu)(bu)署各地全(quan)面总结前(qian)三期(qi)行(xing)(xing)(xing)动计划的(de)(de)成效和经验,对前(qian)三期(qi)行(xing)(xing)(xing)动计划提出的(de)(de)政(zheng)(zheng)策措(cuo)施(shi)落实情况进行(xing)(xing)(xing)了系统梳(shu)理(li)总结。二(er)是认真分析(xi)论证。深(shen)(shen)入(ru)研(yan)(yan)判了“十(shi)四五”学(xue)前(qian)教(jiao)育发(fa)展面临的(de)(de)新形势和新挑(tiao)战,梳(shu)理(li)分析(xi)了需要破解的(de)(de)体制(zhi)机(ji)制(zhi)问题清(qing)单(dan),明确了发(fa)展思路、重点任务与政(zheng)(zheng)策措(cuo)施(shi)。三是多(duo)方(fang)(fang)征(zheng)求(qiu)意(yi)见(jian)。先(xian)后多(duo)次召开研(yan)(yan)讨会,认真听(ting)取了地方(fang)(fang)教(jiao)育行(xing)(xing)(xing)政(zheng)(zheng)部(bu)(bu)门(men)、学(xue)前(qian)教(jiao)育专家、幼儿园(yuan)园(yuan)长(zhang)、教(jiao)师、家长(zhang)等方(fang)(fang)面的(de)(de)意(yi)见(jian)建议(yi),面向各省(sheng)级教(jiao)育行(xing)(xing)(xing)政(zheng)(zheng)部(bu)(bu)门(men)和相关部(bu)(bu)委(wei)征(zheng)求(qiu)了意(yi)见(jian),并(bing)报请教(jiao)育部(bu)(bu)党组会议(yi)审(shen)议(yi)通过,会签有关部(bu)(bu)门(men)后,正式印(yin)发(fa)。

  3.“学前提升计划”提出的学前教育改革发展目标和任务是什么?

  答:在(zai)深入(ru)分(fen)析论证(zheng)研判的(de)(de)基础上(shang)(shang),行动计划对“十(shi)四五”学前(qian)(qian)教育(yu)改革发(fa)展的(de)(de)总体目(mu)标作出部署:到(dao)2025年,覆盖(gai)城乡、布局合理、公(gong)(gong)益普惠的(de)(de)学前(qian)(qian)教育(yu)公(gong)(gong)共服务体系进一步健全(quan)。同时也提出了3个方面(mian)(mian)的(de)(de)具体目(mu)标,一是(shi)发(fa)展目(mu)标:全(quan)国学前(qian)(qian)三年毛入(ru)园(yuan)(yuan)率(lv)达到(dao)90%以(yi)上(shang)(shang),普惠性幼(you)(you)儿园(yuan)(yuan)覆盖(gai)率(lv)达到(dao)85%以(yi)上(shang)(shang),公(gong)(gong)办园(yuan)(yuan)在(zai)园(yuan)(yuan)幼(you)(you)儿占比(bi)达到(dao)50%以(yi)上(shang)(shang)。二是(shi)保障机(ji)制目(mu)标:普惠性学前(qian)(qian)教育(yu)保障机(ji)制进一步完善。三是(shi)质量目(mu)标:幼(you)(you)儿园(yuan)(yuan)保教质量全(quan)面(mian)(mian)提高,幼(you)(you)儿园(yuan)(yuan)与小学科学衔接机(ji)制基本形成(cheng)。

  当(dang)前,学前教(jiao)(jiao)育(yu)(yu)实(shi)现(xian)了基本普及目(mu)标,开(kai)始迈入全面(mian)(mian)(mian)提(ti)(ti)高质(zhi)量的(de)新(xin)阶段(duan)。“十四五”期间,学前教(jiao)(jiao)育(yu)(yu)改(gai)革发展的(de)主要任务是在(zai)补齐(qi)普惠(hui)性资源短(duan)板的(de)同时,把工作重(zhong)心(xin)转移(yi)到完善体(ti)制机制和提(ti)(ti)高学前教(jiao)(jiao)育(yu)(yu)质(zhi)量上来。一是补齐(qi)普惠(hui)资源短(duan)板,加强村级幼(you)儿(er)园(yuan)建(jian)(jian)设,城(cheng)市(shi)新(xin)增人口(kou)、流动人口(kou)集中地区(qu)新(xin)建(jian)(jian)改(gai)扩(kuo)建(jian)(jian)一批幼(you)儿(er)园(yuan),完善城(cheng)乡(xiang)学前教(jiao)(jiao)育(yu)(yu)布局和公共服(fu)务网络,切实(shi)保障(zhang)适龄幼(you)儿(er)入园(yuan)。二是完善普惠(hui)保障(zhang)机制,切实(shi)落实(shi)各(ge)级政府(fu)发展学前教(jiao)(jiao)育(yu)(yu)的(de)主体(ti)责任,完善投入保障(zhang)机制,健(jian)全幼(you)儿(er)园(yuan)教(jiao)(jiao)师配备补充和工资待遇(yu)保障(zhang)制度(du)。三是全面(mian)(mian)(mian)提(ti)(ti)升(sheng)保教(jiao)(jiao)质(zhi)量,深化幼(you)儿(er)园(yuan)教(jiao)(jiao)育(yu)(yu)改(gai)革,全面(mian)(mian)(mian)推(tui)动教(jiao)(jiao)研改(gai)革,健(jian)全质(zhi)量评估(gu)体(ti)系,提(ti)(ti)高教(jiao)(jiao)师专(zhuan)业素质(zhi)和实(shi)践能力。

  4. “学前提升计划”将采取哪些措施补齐资源短板?

  答:针对(dui)普(pu)惠(hui)(hui)性(xing)(xing)资(zi)源(yuan)存在的区(qu)(qu)域性(xing)(xing)、结构性(xing)(xing)矛盾,“学(xue)前(qian)提(ti)升计划”要求(qiu)(qiu)各地(di)持续增(zeng)加(jia)普(pu)惠(hui)(hui)性(xing)(xing)资(zi)源(yuan)供(gong)给,一(yi)是优化普(pu)惠(hui)(hui)性(xing)(xing)资(zi)源(yuan)布局。要求(qiu)(qiu)各地(di)充分(fen)考虑出生人口(kou)(kou)变(bian)化、乡村振兴和城(cheng)镇(zhen)(zhen)(zhen)化发展趋(qu)势(shi),逐年(nian)做好入(ru)园(yuan)(yuan)需(xu)求(qiu)(qiu)测算,完善县(区(qu)(qu))普(pu)惠(hui)(hui)性(xing)(xing)幼(you)儿(er)园(yuan)(yuan)布局规划。适应“三孩”政策实(shi)(shi)(shi)施需(xu)要,要求(qiu)(qiu)及时修订(ding)和调整居住社区(qu)(qu)人口(kou)(kou)配套学(xue)位标准,配建(jian)(jian)与居住区(qu)(qu)人口(kou)(kou)规模(mo)相适应的幼(you)儿(er)园(yuan)(yuan)。二是推(tui)动普(pu)惠(hui)(hui)性(xing)(xing)资(zi)源(yuan)扩(kuo)容增(zeng)效,为(wei)(wei)集(ji)中(zhong)解决农村地(di)区(qu)(qu)、城(cheng)市新增(zeng)人口(kou)(kou)和流动人口(kou)(kou)集(ji)中(zhong)地(di)区(qu)(qu)入(ru)园(yuan)(yuan)需(xu)求(qiu)(qiu),“十四五”期间国家(jia)实(shi)(shi)(shi)施教育(yu)提(ti)质扩(kuo)容工程和教育(yu)强国推(tui)进工程,各地(di)实(shi)(shi)(shi)施幼(you)儿(er)园(yuan)(yuan)建(jian)(jian)设项目,新建(jian)(jian)改扩(kuo)建(jian)(jian)一(yi)批(pi)公(gong)办(ban)(ban)幼(you)儿(er)园(yuan)(yuan),鼓励(li)支持国有(you)企事业单(dan)位、军队、高(gao)校(xiao)、街道、农村集(ji)体举办(ban)(ban)公(gong)办(ban)(ban)幼(you)儿(er)园(yuan)(yuan),积极扶持民办(ban)(ban)园(yuan)(yuan)提(ti)供(gong)普(pu)惠(hui)(hui)性(xing)(xing)服务,多渠道增(zeng)加(jia)普(pu)惠(hui)(hui)性(xing)(xing)资(zi)源(yuan)供(gong)给,逐步消除大班额,防止出现新的无证(zheng)园(yuan)(yuan)。三是开展城(cheng)镇(zhen)(zhen)(zhen)小区(qu)(qu)配套园(yuan)(yuan)治理(li)“回(hui)头看”,对(dui)治理(li)成效进行全面复(fu)查,巩固治理(li)成果,保障城(cheng)镇(zhen)(zhen)(zhen)地(di)区(qu)(qu)普(pu)惠(hui)(hui)性(xing)(xing)资(zi)源(yuan)供(gong)给的主渠道,为(wei)(wei)满足幼(you)儿(er)就(jiu)近就(jiu)便入(ru)园(yuan)(yuan)提(ti)供(gong)基本保证(zheng)。

  5.围绕加大财政投入,“学前提升计划”提出哪些政策措施?

  答:为落(luo)实政府投(tou)入(ru)为主(zhu)、家庭合(he)理分担、其他多渠(qu)道(dao)筹措经(jing)费的投(tou)入(ru)机制(zhi),“学(xue)前(qian)(qian)提(ti)升计划”以完(wan)善普惠(hui)(hui)(hui)性(xing)(xing)学(xue)前(qian)(qian)教育(yu)保(bao)(bao)障机制(zhi)为着(zhe)力(li)点,一(yi)是要(yao)求(qiu)(qiu)(qiu)逐步提(ti)高(gao)学(xue)前(qian)(qian)教育(yu)财(cai)政投(tou)入(ru)水平,各省(sheng)(区、市)以提(ti)供(gong)普惠(hui)(hui)(hui)性(xing)(xing)服务为衡量标(biao)准,科学(xue)核定普惠(hui)(hui)(hui)性(xing)(xing)幼儿园(yuan)办(ban)园(yuan)成(cheng)本,明确分担比(bi)例(li),优化(hua)完(wan)善财(cai)政补(bu)助(zhu)(zhu)(zhu)政策。二是要(yao)求(qiu)(qiu)(qiu)进一(yi)步完(wan)善资助(zhu)(zhu)(zhu)制(zhi)度(du),加大资助(zhu)(zhu)(zhu)力(li)度(du),切实保(bao)(bao)障家庭经(jing)济(ji)困难儿童接受普惠(hui)(hui)(hui)性(xing)(xing)学(xue)前(qian)(qian)教育(yu)。同时,各地(di)要(yao)切实落(luo)实《若(ruo)干意见》要(yao)求(qiu)(qiu)(qiu),落(luo)实并(bing)动态调(diao)整公办(ban)园(yuan)生(sheng)(sheng)均(jun)公用经(jing)费标(biao)准或生(sheng)(sheng)均(jun)财(cai)政拨款标(biao)准,完(wan)善企事业单位、集(ji)体办(ban)园(yuan)财(cai)政补(bu)助(zhu)(zhu)(zhu)政策和普惠(hui)(hui)(hui)性(xing)(xing)民办(ban)园(yuan)补(bu)助(zhu)(zhu)(zhu)标(biao)准,通过财(cai)政支持和合(he)理收费,解决好普惠(hui)(hui)(hui)性(xing)(xing)幼儿园(yuan)“保(bao)(bao)安全”“保(bao)(bao)工资”“保(bao)(bao)运转”“保(bao)(bao)发展”问题。

  6. 针对幼儿园收费监管问题,“学前提升计划”将采取哪些举措?

  答:“学(xue)前提升计(ji)划”要求各(ge)省(区、市)在加大财政投(tou)入力(li)度(du)的(de)(de)同时,推动(dong)(dong)完善成本分担机(ji)制(zhi)(zhi),进(jin)一步加强对幼儿园(yuan)(yuan)(yuan)收(shou)费(fei)的(de)(de)监管(guan)。一是合(he)理(li)确定(ding)公办(ban)(ban)园(yuan)(yuan)(yuan)和普惠(hui)(hui)性(xing)民办(ban)(ban)园(yuan)(yuan)(yuan)收(shou)费(fei)标准,要求各(ge)省(区、市)综合(he)考虑经济发展(zhan)水平、群众(zhong)承受(shou)能力(li)和办(ban)(ban)园(yuan)(yuan)(yuan)成本等因素(su),动(dong)(dong)态调整公办(ban)(ban)园(yuan)(yuan)(yuan)收(shou)费(fei)标准、普惠(hui)(hui)性(xing)民办(ban)(ban)园(yuan)(yuan)(yuan)最高(gao)收(shou)费(fei)限价,改变长(zhang)期以来(lai)公办(ban)(ban)园(yuan)(yuan)(yuan)收(shou)费(fei)过低,普惠(hui)(hui)性(xing)民办(ban)(ban)园(yuan)(yuan)(yuan)收(shou)费(fei)不规范的(de)(de)局面。二是加强对非营利(li)(li)(li)性(xing)民办(ban)(ban)园(yuan)(yuan)(yuan)收(shou)费(fei)的(de)(de)监管(guan),要求各(ge)省(区、市)尽快制(zhi)(zhi)订(ding)完善非营利(li)(li)(li)性(xing)民办(ban)(ban)园(yuan)(yuan)(yuan)收(shou)费(fei)的(de)(de)具体办(ban)(ban)法,在合(he)理(li)核定(ding)办(ban)(ban)园(yuan)(yuan)(yuan)成本的(de)(de)基础上,明(ming)确收(shou)费(fei)标准,解(jie)决长(zhang)期以来(lai)非营利(li)(li)(li)民办(ban)(ban)园(yuan)(yuan)(yuan)不规范收(shou)费(fei)乱相,防止(zhi)以非营利(li)(li)(li)性(xing)之(zhi)名行营利(li)(li)(li)之(zhi)实,坚决遏制(zhi)(zhi)过高(gao)收(shou)费(fei)和过度(du)逐利(li)(li)(li)行为(wei)。

  7.“学前提升计划”采取哪些措施提高幼儿园教师专业能力?

  答:师(shi)(shi)资队伍是保障(zhang)学(xue)前教(jiao)育健康(kang)可持续发(fa)展的(de)关键,为进(jin)一步提高(gao)(gao)(gao)幼(you)(you)儿园(yuan)师(shi)(shi)资专(zhuan)(zhuan)业(ye)(ye)水平,“学(xue)前提升计划(hua)”针对农村(cun)地(di)区(qu)(qu)师(shi)(shi)资弱问(wen)(wen)题(ti),鼓(gu)励各地(di)结合实(shi)际加(jia)大农村(cun)和(he)(he)欠发(fa)达(da)(da)地(di)区(qu)(qu)幼(you)(you)儿园(yuan)教(jiao)师(shi)(shi)培(pei)(pei)(pei)(pei)(pei)(pei)养力度,为这些地(di)区(qu)(qu)幼(you)(you)儿园(yuan)补充稳定而有质(zhi)量的(de)师(shi)(shi)资。针对培(pei)(pei)(pei)(pei)(pei)(pei)养与(yu)实(shi)践(jian)脱节的(de)问(wen)(wen)题(ti),要(yao)求深化高(gao)(gao)(gao)等师(shi)(shi)范院校学(xue)前教(jiao)育专(zhuan)(zhuan)业(ye)(ye)课程改革,完(wan)善培(pei)(pei)(pei)(pei)(pei)(pei)养方案,强化学(xue)前儿童发(fa)展、教(jiao)育专(zhuan)(zhuan)业(ye)(ye)基础以(yi)及教(jiao)育实(shi)践(jian)能(neng)力培(pei)(pei)(pei)(pei)(pei)(pei)养,提高(gao)(gao)(gao)师(shi)(shi)范生培(pei)(pei)(pei)(pei)(pei)(pei)养质(zhi)量和(he)(he)水平。针对培(pei)(pei)(pei)(pei)(pei)(pei)训(xun)质(zhi)量不高(gao)(gao)(gao)的(de)问(wen)(wen)题(ti),要(yao)求各地(di)制(zhi)定幼(you)(you)儿园(yuan)教(jiao)师(shi)(shi)和(he)(he)教(jiao)研(yan)员培(pei)(pei)(pei)(pei)(pei)(pei)训(xun)规划(hua),实(shi)施全员培(pei)(pei)(pei)(pei)(pei)(pei)训(xun),突出实(shi)践(jian)导向,提高(gao)(gao)(gao)培(pei)(pei)(pei)(pei)(pei)(pei)训(xun)实(shi)效。鼓(gu)励高(gao)(gao)(gao)校、教(jiao)科研(yan)机构和(he)(he)优质(zhi)幼(you)(you)儿园(yuan)结对帮扶基层、边远和(he)(he)欠发(fa)达(da)(da)地(di)区(qu)(qu)幼(you)(you)儿园(yuan)。

  8. 针对幼儿园教师配备和待遇保障瓶颈问题,“学前提升计划”提出哪些政策措施?

  答(da):加(jia)强教(jiao)(jiao)(jiao)师(shi)队伍(wu)建设(she),要(yao)解(jie)决好教(jiao)(jiao)(jiao)师(shi)配(pei)备(bei)和(he)待(dai)遇保(bao)障问(wen)题,从配(pei)备(bei)上(shang),要(yao)求各(ge)地及时(shi)补(bu)充(chong)公(gong)(gong)办(ban)(ban)(ban)园(yuan)(yuan)(yuan)(yuan)教(jiao)(jiao)(jiao)职(zhi)(zhi)工(gong),严禁“有编不补(bu)”、长期使用(yong)代课教(jiao)(jiao)(jiao)师(shi)。民(min)办(ban)(ban)(ban)园(yuan)(yuan)(yuan)(yuan)按(an)照配(pei)备(bei)标准配(pei)足(zu)配(pei)齐教(jiao)(jiao)(jiao)职(zhi)(zhi)工(gong)。从待(dai)遇上(shang),要(yao)求统(tong)筹工(gong)资(zi)收入政策(ce)、经费(fei)支(zhi)出渠(qu)道,落实(shi)公(gong)(gong)办(ban)(ban)(ban)园(yuan)(yuan)(yuan)(yuan)教(jiao)(jiao)(jiao)师(shi)工(gong)资(zi)待(dai)遇保(bao)障政策(ce),确(que)保(bao)教(jiao)(jiao)(jiao)师(shi)工(gong)资(zi)及时(shi)足(zu)额(e)发(fa)放、同工(gong)同酬。公(gong)(gong)办(ban)(ban)(ban)园(yuan)(yuan)(yuan)(yuan)中保(bao)育、安保(bao)、食堂等服(fu)务纳(na)入政府购买(mai)服(fu)务范围,所需(xu)资(zi)金从地方财政预算中统(tong)筹安排。民(min)办(ban)(ban)(ban)园(yuan)(yuan)(yuan)(yuan)要(yao)参照公(gong)(gong)办(ban)(ban)(ban)园(yuan)(yuan)(yuan)(yuan)教(jiao)(jiao)(jiao)职(zhi)(zhi)工(gong)工(gong)资(zi)收入水平,合理确(que)定(ding)相(xiang)应教(jiao)(jiao)(jiao)职(zhi)(zhi)工(gong)的工(gong)资(zi)收入。从保(bao)障上(shang),针对一些地方存(cun)在的幼(you)(you)儿园(yuan)(yuan)(yuan)(yuan)教(jiao)(jiao)(jiao)职(zhi)(zhi)工(gong)社(she)(she)(she)会(hui)保(bao)障金缴费(fei)渠(qu)道不畅问(wen)题,明确(que)农(nong)村集(ji)体(ti)办(ban)(ban)(ban)园(yuan)(yuan)(yuan)(yuan)可委托乡镇(zhen)中心幼(you)(you)儿园(yuan)(yuan)(yuan)(yuan)代缴,小学(xue)附属幼(you)(you)儿园(yuan)(yuan)(yuan)(yuan)可委托小学(xue)代缴。针对幼(you)(you)儿园(yuan)(yuan)(yuan)(yuan)教(jiao)(jiao)(jiao)职(zhi)(zhi)工(gong)社(she)(she)(she)会(hui)保(bao)障监管不到(dao)位问(wen)题,要(yao)求社(she)(she)(she)会(hui)保(bao)障、医疗(liao)保(bao)障、税(shui)务等相(xiang)关主(zhu)管部门依法依规对幼(you)(you)儿园(yuan)(yuan)(yuan)(yuan)教(jiao)(jiao)(jiao)职(zhi)(zhi)工(gong)缴纳(na)社(she)(she)(she)保(bao)情况(kuang)组织(zhi)检查,督促各(ge)类幼(you)(you)儿园(yuan)(yuan)(yuan)(yuan)足(zu)额(e)足(zu)项(xiang)为教(jiao)(jiao)(jiao)职(zhi)(zhi)工(gong)缴纳(na)社(she)(she)(she)会(hui)保(bao)险(xian)和(he)住房公(gong)(gong)积金。

  9.“学前提升计划”采取哪些措施加强幼儿园规范监管?

  答:为(wei)进一步加(jia)强(qiang)(qiang)幼儿(er)(er)(er)园(yuan)(yuan)(yuan)规范(fan)(fan)管理,规范(fan)(fan)办园(yuan)(yuan)(yuan)行(xing)(xing)为(wei),“学前提升计(ji)划”提出以下(xia)几点(dian)要(yao)求(qiu)(qiu):一是(shi)(shi)强(qiang)(qiang)化(hua)幼儿(er)(er)(er)园(yuan)(yuan)(yuan)安(an)全(quan)保(bao)(bao)障,要(yao)求(qiu)(qiu)幼儿(er)(er)(er)园(yuan)(yuan)(yuan)人(ren)防(fang)(fang)(fang)、物(wu)防(fang)(fang)(fang)、技防(fang)(fang)(fang)建设全(quan)面(mian)(mian)达(da)标,建立全(quan)覆(fu)盖的(de)幼儿(er)(er)(er)园(yuan)(yuan)(yuan)安(an)全(quan)风险防(fang)(fang)(fang)控体系。各有关部(bu)门落(luo)实安(an)全(quan)监管责任,形成联防(fang)(fang)(fang)联控有效(xiao)机(ji)制(zhi),定(ding)期组织开展联合检(jian)查和(he)集(ji)中整治(zhi),守(shou)住安(an)全(quan)底线,确保(bao)(bao)幼儿(er)(er)(er)园(yuan)(yuan)(yuan)安(an)全(quan)运(yun)转。二是(shi)(shi)健全(quan)管理制(zhi)度,要(yao)求(qiu)(qiu)完善(shan)教(jiao)师资格(ge)与配(pei)备、安(an)全(quan)防(fang)(fang)(fang)护(hu)、收费行(xing)(xing)为(wei)等方面(mian)(mian)的(de)动态(tai)监管机(ji)制(zhi)。完善(shan)幼儿(er)(er)(er)园(yuan)(yuan)(yuan)信(xin)息(xi)备案及公(gong)示制(zhi)度,定(ding)期向社会公(gong)布幼儿(er)(er)(er)园(yuan)(yuan)(yuan)教(jiao)职工配(pei)备、收费标准、质(zhi)量评估等方面(mian)(mian)信(xin)息(xi),接(jie)受社会监督(du)。三(san)是(shi)(shi)整治(zhi)不规范(fan)(fan)办园(yuan)(yuan)(yuan)行(xing)(xing)为(wei),加(jia)强(qiang)(qiang)办园(yuan)(yuan)(yuan)行(xing)(xing)为(wei)督(du)导(dao),重点(dian)对存在(zai)危房、“三(san)防(fang)(fang)(fang)”不达(da)标等安(an)全(quan)隐患及园(yuan)(yuan)(yuan)长和(he)教(jiao)师资格(ge)不符合规定(ding)等不规范(fan)(fan)办园(yuan)(yuan)(yuan)行(xing)(xing)为(wei)的(de)幼儿(er)(er)(er)园(yuan)(yuan)(yuan)进行(xing)(xing)动态(tai)督(du)查。部(bu)署开展幼儿(er)(er)(er)园(yuan)(yuan)(yuan)名称规范(fan)(fan)清理行(xing)(xing)动。严肃查处(chu)面(mian)(mian)向学前儿(er)(er)(er)童的(de)违法违规校外培训行(xing)(xing)为(wei)。

  10.在提高保教质量方面,“学前提升计划”提出哪些措施?

  答:“学(xue)(xue)(xue)前提(ti)升计划”将提(ti)升幼(you)儿(er)(er)(er)园(yuan)保(bao)教(jiao)(jiao)(jiao)(jiao)(jiao)质量作为“十(shi)四五”期间的重(zhong)中之重(zhong),提(ti)出以下几个方面(mian)的政策措施,一(yi)是(shi)(shi)(shi)深(shen)化幼(you)儿(er)(er)(er)园(yuan)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)改(gai)革(ge)。以先进实(shi)践经(jing)验为引领,提(ti)升幼(you)儿(er)(er)(er)园(yuan)教(jiao)(jiao)(jiao)(jiao)(jiao)师保(bao)教(jiao)(jiao)(jiao)(jiao)(jiao)能力。二是(shi)(shi)(shi)深(shen)入落实(shi)《教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)部关于大力推进幼(you)儿(er)(er)(er)园(yuan)与小(xiao)学(xue)(xue)(xue)科学(xue)(xue)(xue)衔接的指(zhi)导(dao)意见》,推进建(jian)立(li)幼(you)小(xiao)科学(xue)(xue)(xue)衔接机制,提(ti)高入学(xue)(xue)(xue)准备和入学(xue)(xue)(xue)适(shi)应教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)的有(you)效性。三是(shi)(shi)(shi)出台(tai)《幼(you)儿(er)(er)(er)园(yuan)保(bao)教(jiao)(jiao)(jiao)(jiao)(jiao)质量评(ping)估指(zhi)南(nan)》,引导(dao)幼(you)儿(er)(er)(er)园(yuan)树立(li)科学(xue)(xue)(xue)评(ping)估导(dao)向,全面(mian)提(ti)高保(bao)教(jiao)(jiao)(jiao)(jiao)(jiao)质量。四是(shi)(shi)(shi)推动学(xue)(xue)(xue)前教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)研(yan)改(gai)革(ge)。进一(yi)步完(wan)善(shan)教(jiao)(jiao)(jiao)(jiao)(jiao)研(yan)体系,健全教(jiao)(jiao)(jiao)(jiao)(jiao)研(yan)机构,建(jian)设一(yi)支专兼职相(xiang)结(jie)合的教(jiao)(jiao)(jiao)(jiao)(jiao)研(yan)队伍,及时研(yan)究解决教(jiao)(jiao)(jiao)(jiao)(jiao)师教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)实(shi)践中的困惑和问题,完(wan)善(shan)教(jiao)(jiao)(jiao)(jiao)(jiao)研(yan)制度(du),实(shi)现各类幼(you)儿(er)(er)(er)园(yuan)教(jiao)(jiao)(jiao)(jiao)(jiao)研(yan)指(zhi)导(dao)全覆盖。
