加大国家通用语言文字推广力度 全面提高普及程度和质量

——教育部语言文字应用管理司负责人就《国家通用语言文字普及提升工程和推普助力乡村振兴计划实施方案》答记者问

  近(jin)日,教(jiao)育部、国(guo)家乡村(cun)振兴局、国(guo)家语委(wei)联(lian)合印发了《国(guo)家通用语言文(wen)字普及提升工程和推普助力乡村(cun)振兴计划实施(shi)方案(an)》(以下简(jian)称《实施(shi)方案(an)》)。教(jiao)育部语言文(wen)字应用管理司负责人(ren)就(jiu)《实施(shi)方案(an)》有关内(nei)容回答了记者的(de)提问。

  1.请介绍一下《实施方案》研制的背景和过程。

  答:推(tui)广普及国(guo)(guo)(guo)家(jia)通用(yong)语(yu)(yu)言文(wen)字(zi),是铸牢(lao)中(zhong)华民族共同体意识的(de)(de)重(zhong)要途径(jing),是建设高质量教育体系的(de)(de)基础支撑,是实施乡村振兴战略的(de)(de)有(you)力举(ju)措,对经(jing)济社会发展具(ju)有(you)重(zhong)要作(zuo)用(yong)。习近平总书记(ji)多(duo)次(ci)就加大(da)推(tui)广普及国(guo)(guo)(guo)家(jia)通用(yong)语(yu)(yu)言文(wen)字(zi)工作(zuo)力度做出(chu)重(zhong)要指示,全(quan)国(guo)(guo)(guo)语(yu)(yu)言文(wen)字(zi)会议(yi)和《国(guo)(guo)(guo)务院办公厅关(guan)于全(quan)面加强新(xin)(xin)时代(dai)语(yu)(yu)言文(wen)字(zi)工作(zuo)的(de)(de)意见》对坚定不移推(tui)广普及国(guo)(guo)(guo)家(jia)通用(yong)语(yu)(yu)言文(wen)字(zi)提出(chu)新(xin)(xin)要求,作(zuo)出(chu)新(xin)(xin)部署。

  “十三(san)五”时期(qi),国(guo)家通(tong)(tong)(tong)用(yong)(yong)语言文(wen)(wen)字(zi)(zi)普(pu)及攻(gong)坚工(gong)程和推普(pu)脱贫攻(gong)坚行动(dong)计划深入实(shi)施,国(guo)家通(tong)(tong)(tong)用(yong)(yong)语言文(wen)(wen)字(zi)(zi)推广普(pu)及取得历史性进(jin)展,全国(guo)普(pu)通(tong)(tong)(tong)话(hua)普(pu)及率(lv)达到80.72%,实(shi)现(xian)了国(guo)家通(tong)(tong)(tong)用(yong)(yong)语言文(wen)(wen)字(zi)(zi)基本普(pu)及的(de)(de)目标(biao)。但仍然(ran)存在(zai)普(pu)及不平(ping)衡不充分的(de)(de)突(tu)出问题,16个省份的(de)(de)普(pu)通(tong)(tong)(tong)话(hua)普(pu)及率(lv)超过85%,9个省份的(de)(de)低于80%(最低的(de)(de)不到50%)。民(min)族(zu)地(di)(di)区、农(nong)村地(di)(di)区基础薄弱,其中学前儿童(tong)、教师(shi)、青壮年劳动(dong)力(li)、基层(ceng)干部等人群仍是(shi)国(guo)家通(tong)(tong)(tong)用(yong)(yong)语言文(wen)(wen)字(zi)(zi)普(pu)及的(de)(de)重点(dian)难点(dian)。此外,普(pu)及率(lv)较高地(di)(di)区也(ye)存在(zai)普(pu)及质(zhi)量(liang)不高、发展不充分的(de)(de)问题。

  为深(shen)(shen)入贯(guan)彻落实(shi)(shi)(shi)习近平(ping)总书(shu)记关于语言(yan)文(wen)字工(gong)作的(de)重要指示批示精神,加大(da)国(guo)家(jia)(jia)通(tong)用(yong)语言(yan)文(wen)字推广力度,提(ti)升普及(ji)(ji)程度和质量,实(shi)(shi)(shi)现到2025年全(quan)国(guo)普通(tong)话普及(ji)(ji)率达到85%的(de)目标,《国(guo)家(jia)(jia)语言(yan)文(wen)字事业“十四(si)五”发展(zhan)规划》提(ti)出实(shi)(shi)(shi)施(shi)国(guo)家(jia)(jia)通(tong)用(yong)语言(yan)文(wen)字普及(ji)(ji)提(ti)升工(gong)程和推普助力乡(xiang)村振(zhen)(zhen)兴计划。今(jin)年初(chu),教育部、国(guo)家(jia)(jia)语委联合国(guo)家(jia)(jia)乡(xiang)村振(zhen)(zhen)兴局(ju)在梳理总结以(yi)往(wang)工(gong)作经(jing)验、摸清(qing)底数的(de)基(ji)础(chu)上,着(zhe)手研(yan)制实(shi)(shi)(shi)施(shi)方(fang)(fang)案,多次召开(kai)专题座谈会,赴相关省份特别是民(min)族地区开(kai)展(zhan)深(shen)(shen)入调研(yan),在此基(ji)础(chu)上起草(cao)形(xing)成(cheng)(cheng)初(chu)稿。其后广泛听(ting)取(qu)各方(fang)(fang)意(yi)见,对收集(ji)到的(de)意(yi)见建议认真研(yan)究吸(xi)纳,修改完善形(xing)成(cheng)(cheng)《实(shi)(shi)(shi)施(shi)方(fang)(fang)案》。

  2.《实施方案》的主要内容包含哪些?

  答:《实施方案》分为(wei)总体要(yao)求(qiu)、重(zhong)点任务、工作保障3个部分。

  第一部分总体要求,明确“十(shi)四(si)五”时(shi)期国家通(tong)用(yong)语言(yan)文(wen)字推广普及(ji)的指导思想、基本原则,提出2025年实现国家通(tong)用(yong)语言(yan)文(wen)字普及(ji)程度和质量全面提升的工作目标。

  第(di)二部分(fen)重点任(ren)务,通(tong)过“三大行(xing)动”,分(fen)类明(ming)确目标(biao)任(ren)务、实施(shi)路径和(he)政策举措。一是(shi)(shi)(shi)聚(ju)(ju)焦民族地(di)(di)区(qu)实施(shi)推普(pu)(pu)攻坚(jian)行(xing)动,重点是(shi)(shi)(shi)解决(jue)学前(qian)儿童、教(jiao)师、青壮年劳动力、基层干(gan)部等4类重点人群的短板弱项问题;二是(shi)(shi)(shi)聚(ju)(ju)焦农(nong)村(cun)地(di)(di)区(qu)实施(shi)推普(pu)(pu)助力乡(xiang)村(cun)振兴(xing)(xing)计划,提出推普(pu)(pu)在助力乡(xiang)村(cun)教(jiao)育、文化、产业(ye)、人才、组织振兴(xing)(xing)等5个方面的任(ren)务和(he)要(yao)求;三是(shi)(shi)(shi)聚(ju)(ju)焦普(pu)(pu)通(tong)话普(pu)(pu)及(ji)率已(yi)达(da)到85%的省份和(he)基础(chu)较好的城市地(di)(di)区(qu),开展国(guo)家通(tong)用语(yu)(yu)(yu)言(yan)文字(zi)高质量普(pu)(pu)及(ji)行(xing)动,以更(geng)(geng)全面更(geng)(geng)充分(fen)普(pu)(pu)及(ji)为(wei)目标(biao),统(tong)筹部署国(guo)家通(tong)用语(yu)(yu)(yu)言(yan)文字(zi)教(jiao)育教(jiao)学、社会领(ling)域用语(yu)(yu)(yu)用字(zi)规范(fan)化、语(yu)(yu)(yu)言(yan)文字(zi)科技赋能(neng)、语(yu)(yu)(yu)言(yan)文字(zi)服(fu)务能(neng)力等4个方面提升任(ren)务。

  第三(san)部分(fen)工作(zuo)保障(zhang),从加(jia)强组(zu)织领导、加(jia)大宣传力(li)度、推进法制建设、强化评估监测4个方面提出保障(zhang)要求。

  3.《实施方案》有哪些特点?

  答:《实(shi)(shi)(shi)施方(fang)案(an)》主要有(you)五(wu)(wu)个方(fang)面(mian)特点:一是(shi)(shi)(shi)(shi)(shi)体现操作(zuo)性(xing)(xing)。《实(shi)(shi)(shi)施方(fang)案(an)》的(de)(de)(de)(de)(de)定(ding)位(wei),是(shi)(shi)(shi)(shi)(shi)贯彻(che)落实(shi)(shi)(shi)全(quan)(quan)国(guo)语言文(wen)字会(hui)议精(jing)神、落实(shi)(shi)(shi)国(guo)办(ban)《全(quan)(quan)面(mian)加强(qiang)(qiang)新时代语言文(wen)字工(gong)作(zuo)的(de)(de)(de)(de)(de)意(yi)见》、实(shi)(shi)(shi)施国(guo)家(jia)(jia)语言文(wen)字事业发展“十(shi)四五(wu)(wu)”规划(hua)的(de)(de)(de)(de)(de)具体行动(dong)(dong)(dong),因此文(wen)件中提(ti)(ti)(ti)出了“三大(da)行动(dong)(dong)(dong)”,既是(shi)(shi)(shi)(shi)(shi)任(ren)务(wu)(wu)也是(shi)(shi)(shi)(shi)(shi)路径。二是(shi)(shi)(shi)(shi)(shi)体现衔(xian)(xian)接性(xing)(xing)。与既有(you)工(gong)作(zuo)基(ji)(ji)础衔(xian)(xian)接,接续“十(shi)三五(wu)(wu)”时期的(de)(de)(de)(de)(de)国(guo)家(jia)(jia)通(tong)(tong)用(yong)语言文(wen)字普(pu)及(ji)(ji)攻(gong)坚工(gong)程和推普(pu)脱贫攻(gong)坚行动(dong)(dong)(dong)计划(hua),吸收典型经验(yan)和有(you)实(shi)(shi)(shi)效(xiao)的(de)(de)(de)(de)(de)做法,并(bing)体现对(dui)国(guo)家(jia)(jia)通(tong)(tong)用(yong)语言文(wen)字高(gao)质(zhi)量普(pu)及(ji)(ji)的(de)(de)(de)(de)(de)新认识,成为升(sheng)级(ji)版。三是(shi)(shi)(shi)(shi)(shi)体现系统(tong)性(xing)(xing)。既突(tu)出重点又统(tong)筹全(quan)(quan)域。靶向(xiang)聚焦基(ji)(ji)础薄弱的(de)(de)(de)(de)(de)民(min)族地区、农村(cun)地区,加大(da)攻(gong)坚力(li)(li)度,着力(li)(li)提(ti)(ti)(ti)高(gao)普(pu)通(tong)(tong)话普(pu)及(ji)(ji)程度,解决不平衡问题;针对(dui)基(ji)(ji)础较好的(de)(de)(de)(de)(de)地区,积极探索高(gao)质(zhi)量普(pu)及(ji)(ji),逐步解决不充(chong)分问题。四是(shi)(shi)(shi)(shi)(shi)体现时代性(xing)(xing)。针对(dui)信息化时代语言文(wen)字面(mian)临的(de)(de)(de)(de)(de)新形(xing)势,提(ti)(ti)(ti)出营造网络语言健(jian)康环境(jing)、提(ti)(ti)(ti)升(sheng)语言科技赋能(neng)水平、提(ti)(ti)(ti)高(gao)语言服(fu)务(wu)(wu)国(guo)家(jia)(jia)和社(she)会(hui)能(neng)力(li)(li)等(deng)更有(you)时代特征的(de)(de)(de)(de)(de)要求(qiu)。五(wu)(wu)是(shi)(shi)(shi)(shi)(shi)体现服(fu)务(wu)(wu)性(xing)(xing)。服(fu)务(wu)(wu)建设(she)高(gao)质(zhi)量教育(yu)(yu)体系,将国(guo)家(jia)(jia)通(tong)(tong)用(yong)语言文(wen)字推广普(pu)及(ji)(ji)融(rong)入(ru)“五(wu)(wu)育(yu)(yu)”,嵌(qian)入(ru)教育(yu)(yu)各阶段特别是(shi)(shi)(shi)(shi)(shi)学前、义务(wu)(wu)教育(yu)(yu)阶段;服(fu)务(wu)(wu)实(shi)(shi)(shi)施乡村(cun)振兴(xing)战略,突(tu)出强(qiang)(qiang)化国(guo)家(jia)(jia)通(tong)(tong)用(yong)语言文(wen)字对(dui)乡村(cun)振兴(xing)的(de)(de)(de)(de)(de)支撑作(zuo)用(yong),提(ti)(ti)(ti)高(gao)服(fu)务(wu)(wu)国(guo)家(jia)(jia)发展大(da)局的(de)(de)(de)(de)(de)能(neng)力(li)(li)。

  4.《实施方案》重点任务有哪些亮点和创新点?

  答:在(zai)开展(zhan)民族地(di)区推(tui)(tui)(tui)普(pu)(pu)(pu)攻坚行动上,以服务(wu)铸(zhu)牢中华民族共同(tong)体意识为(wei)主线,精准聚焦推(tui)(tui)(tui)普(pu)(pu)(pu)重点(dian)难点(dian)人群,集中力(li)(li)量、加大(da)力(li)(li)度,确(que)保(bao)民族地(di)区普(pu)(pu)(pu)通(tong)话(hua)(hua)普(pu)(pu)(pu)及率有大(da)幅提(ti)(ti)高。为(wei)推(tui)(tui)(tui)进学前儿童(tong)学会普(pu)(pu)(pu)通(tong)话(hua)(hua),实施(shi)“童(tong)语(yu)同(tong)音”计划;为(wei)提(ti)(ti)升教(jiao)(jiao)师国家通(tong)用语(yu)言文字教(jiao)(jiao)育教(jiao)(jiao)学能(neng)力(li)(li),实施(shi)国家通(tong)用语(yu)言文字示范培训计划;为(wei)加大(da)青(qing)壮年劳动力(li)(li)普(pu)(pu)(pu)通(tong)话(hua)(hua)培训力(li)(li)度,持续推(tui)(tui)(tui)进“职业技能(neng)+普(pu)(pu)(pu)通(tong)话(hua)(hua)”教(jiao)(jiao)育培训;为(wei)增强基层干部国家通(tong)用语(yu)言文字应(ying)用能(neng)力(li)(li),强调(diao)基层干部要(yao)带(dai)头学、说普(pu)(pu)(pu)通(tong)话(hua)(hua),并为(wei)其提(ti)(ti)供必要(yao)的(de)培训学习(xi)。

  在助(zhu)力(li)乡(xiang)(xiang)(xiang)(xiang)(xiang)村(cun)(cun)(cun)(cun)(cun)振(zhen)兴战略上(shang),继(ji)续巩固推普脱贫攻(gong)坚(jian)成果,做(zuo)好(hao)与乡(xiang)(xiang)(xiang)(xiang)(xiang)村(cun)(cun)(cun)(cun)(cun)振(zhen)兴有效衔接。结合(he)工作(zuo)实际(ji),瞄准乡(xiang)(xiang)(xiang)(xiang)(xiang)村(cun)(cun)(cun)(cun)(cun)五大振(zhen)兴目标,在原有推普脱贫攻(gong)坚(jian)良好(hao)工作(zuo)基(ji)础(chu)上(shang),强(qiang)化典(dian)(dian)型经(jing)验做(zuo)法,充(chong)分发(fa)挥语(yu)(yu)言(yan)文(wen)(wen)(wen)(wen)化振(zhen)兴乡(xiang)(xiang)(xiang)(xiang)(xiang)村(cun)(cun)(cun)(cun)(cun)、浸润(run)乡(xiang)(xiang)(xiang)(xiang)(xiang)村(cun)(cun)(cun)(cun)(cun)的作(zuo)用。一是(shi)强(qiang)调在乡(xiang)(xiang)(xiang)(xiang)(xiang)村(cun)(cun)(cun)(cun)(cun)中(zhong)(zhong)小学(xue)推广开设语(yu)(yu)言(yan)文(wen)(wen)(wen)(wen)化类(lei)“第二课(ke)堂”,选树一批乡(xiang)(xiang)(xiang)(xiang)(xiang)村(cun)(cun)(cun)(cun)(cun)书香(xiang)校园,助(zhu)力(li)把乡(xiang)(xiang)(xiang)(xiang)(xiang)村(cun)(cun)(cun)(cun)(cun)中(zhong)(zhong)小学(xue)校打(da)(da)造为(wei)乡(xiang)(xiang)(xiang)(xiang)(xiang)村(cun)(cun)(cun)(cun)(cun)文(wen)(wen)(wen)(wen)化中(zhong)(zhong)心。二是(shi)强(qiang)调繁荣乡(xiang)(xiang)(xiang)(xiang)(xiang)村(cun)(cun)(cun)(cun)(cun)文(wen)(wen)(wen)(wen)化,实施经(jing)典(dian)(dian)润(run)乡(xiang)(xiang)(xiang)(xiang)(xiang)土计(ji)划,打(da)(da)造一批语(yu)(yu)言(yan)文(wen)(wen)(wen)(wen)化特(te)色(se)乡(xiang)(xiang)(xiang)(xiang)(xiang)村(cun)(cun)(cun)(cun)(cun)和品牌项目。三是(shi)发(fa)挥语(yu)(yu)言(yan)文(wen)(wen)(wen)(wen)化的独(du)特(te)作(zuo)用,为(wei)提升(sheng)乡(xiang)(xiang)(xiang)(xiang)(xiang)村(cun)(cun)(cun)(cun)(cun)产(chan)业、产(chan)品附加值以及乡(xiang)(xiang)(xiang)(xiang)(xiang)村(cun)(cun)(cun)(cun)(cun)招商(shang)引资、品牌打(da)(da)造、产(chan)销对接等(deng)提供(gong)助(zhu)力(li)。四是(shi)强(qiang)调培育乡(xiang)(xiang)(xiang)(xiang)(xiang)村(cun)(cun)(cun)(cun)(cun)语(yu)(yu)言(yan)文(wen)(wen)(wen)(wen)化宣传骨(gu)干,并将国(guo)家(jia)(jia)通用语(yu)(yu)言(yan)文(wen)(wen)(wen)(wen)字(zi)培训(xun)纳(na)入高素质农(nong)民培育工作(zuo)。五是(shi)支持有条件(jian)的地(di)区(qu)在考(kao)察考(kao)核农(nong)村(cun)(cun)(cun)(cun)(cun)基(ji)层干部时,注重(zhong)了解其国(guo)家(jia)(jia)通用语(yu)(yu)言(yan)文(wen)(wen)(wen)(wen)字(zi)应用能力(li)。

  在(zai)提高国(guo)家(jia)通(tong)(tong)(tong)用(yong)(yong)语(yu)言(yan)文(wen)字(zi)普及质量上,一是(shi)部署(shu)开展教(jiao)师(shi)普通(tong)(tong)(tong)话(hua)(hua)水平和使用(yong)(yong)情况动态(tai)监(jian)测,将中(zhong)小(xiao)学(xue)(xue)生普通(tong)(tong)(tong)话(hua)(hua)水平纳入国(guo)家(jia)义务(wu)(wu)教(jiao)育(yu)质量监(jian)测内(nei)容,发布《中(zhong)小(xiao)学(xue)(xue)生普通(tong)(tong)(tong)话(hua)(hua)水平测试等(deng)级标准》。二是(shi)实施高校(xiao)语(yu)言(yan)文(wen)字(zi)工作提升计(ji)划,支持高校(xiao)加(jia)(jia)强(qiang)语(yu)言(yan)文(wen)字(zi)相关学(xue)(xue)科专业建(jian)设(she)(she)、教(jiao)师(shi)队伍(wu)建(jian)设(she)(she)和科学(xue)(xue)研(yan)(yan)究(jiu)(jiu)等(deng)。三是(shi)强(qiang)调加(jia)(jia)强(qiang)网(wang)络(luo)语(yu)言(yan)监(jian)管与(yu)引导,建(jian)设(she)(she)健康文(wen)明的(de)网(wang)络(luo)语(yu)言(yan)环(huan)境(jing)。四是(shi)引领(ling)地方、高校(xiao)、科研(yan)(yan)机构、企业等(deng)通(tong)(tong)(tong)过加(jia)(jia)强(qiang)语(yu)言(yan)智(zhi)能技(ji)术研(yan)(yan)究(jiu)(jiu)、信息化(hua)资源及平台建(jian)设(she)(she)等(deng),服务(wu)(wu)国(guo)家(jia)通(tong)(tong)(tong)用(yong)(yong)语(yu)言(yan)文(wen)字(zi)学(xue)(xue)习效能提升。五是(shi)提出建(jian)设(she)(she)300个国(guo)家(jia)语(yu)言(yan)文(wen)字(zi)推广基地,布局(ju)队伍(wu)建(jian)设(she)(she)。六是(shi)加(jia)(jia)强(qiang)面向特殊人(ren)群(qun)、国(guo)家(jia)重大活(huo)动等(deng)的(de)高质量语(yu)言(yan)服务(wu)(wu)保(bao)障。

  5.为推动《实施方案》落实,有哪些保障措施?

  答:为推动《实施方案》落实,指(zhi)导各地做好(hao)国家通用语言文字推广普及(ji)工作,我们制定了一系列保障(zhang)措施。

  一是(shi)(shi)(shi)组织领导方(fang)(fang)面(mian),推(tui)(tui)动(dong)地方(fang)(fang)各级政府(fu)将(jiang)国(guo)家(jia)(jia)通(tong)用(yong)语(yu)(yu)言(yan)文字(zi)(zi)推(tui)(tui)广(guang)普及纳入(ru)议事日程,纳入(ru)政府(fu)相(xiang)关(guan)(guan)(guan)工作(zuo)绩(ji)效(xiao)管(guan)理目(mu)标和(he)履行教(jiao)育(yu)(yu)职(zhi)责(ze)评价体(ti)(ti)系。教(jiao)育(yu)(yu)部(bu)(bu)(bu)、国(guo)家(jia)(jia)乡村振兴(xing)局、国(guo)家(jia)(jia)语(yu)(yu)委(wei)牵头(tou)抓总,国(guo)家(jia)(jia)语(yu)(yu)委(wei)各有关(guan)(guan)(guan)委(wei)员单位各负其责(ze),省级教(jiao)育(yu)(yu)(语(yu)(yu)言(yan)文字(zi)(zi)工作(zuo))部(bu)(bu)(bu)门、乡村振兴(xing)部(bu)(bu)(bu)门加强(qiang)本地区(qu)工作(zuo)督促指导。二是(shi)(shi)(shi)宣(xuan)(xuan)传(chuan)引(yin)导方(fang)(fang)面(mian),坚(jian)持集(ji)中式与常态化(hua)(hua)宣(xuan)(xuan)传(chuan)并举,用(yong)好全国(guo)推(tui)(tui)广(guang)普通(tong)话宣(xuan)(xuan)传(chuan)周活动(dong)等(deng)平(ping)台,制作(zuo)推(tui)(tui)普宣(xuan)(xuan)传(chuan)产品(pin)(pin),加强(qiang)语(yu)(yu)言(yan)文化(hua)(hua)品(pin)(pin)牌项目(mu)、优秀案例、特色乡村宣(xuan)(xuan)传(chuan)展(zhan)示,提(ti)升宣(xuan)(xuan)传(chuan)时度(du)效(xiao),营造良好推(tui)(tui)普氛围。三是(shi)(shi)(shi)法(fa)制保障方(fang)(fang)面(mian),积极推(tui)(tui)动(dong)修订国(guo)家(jia)(jia)通(tong)用(yong)语(yu)(yu)言(yan)文字(zi)(zi)法(fa),指导地方(fang)(fang)依(yi)据国(guo)家(jia)(jia)通(tong)用(yong)语(yu)(yu)言(yan)文字(zi)(zi)法(fa)修订完善相(xiang)关(guan)(guan)(guan)地方(fang)(fang)性法(fa)规(gui)(gui)规(gui)(gui)章,将(jiang)语(yu)(yu)言(yan)文字(zi)(zi)规(gui)(gui)范化(hua)(hua)要求纳入(ru)相(xiang)关(guan)(guan)(guan)法(fa)律法(fa)规(gui)(gui),落实新(xin)修订的(de)《普通(tong)话水平(ping)测试管(guan)理规(gui)(gui)定》(教(jiao)育(yu)(yu)部(bu)(bu)(bu)令第51号)。四是(shi)(shi)(shi)评估(gu)监测方(fang)(fang)面(mian),将(jiang)推(tui)(tui)广(guang)国(guo)家(jia)(jia)通(tong)用(yong)语(yu)(yu)言(yan)文字(zi)(zi)作(zuo)为教(jiao)育(yu)(yu)、乡村振兴(xing)督导评估(gu)的(de)重(zhong)要内容,开展(zhan)国(guo)家(jia)(jia)通(tong)用(yong)语(yu)(yu)言(yan)文字(zi)(zi)使用(yong)情(qing)况调(diao)查,重(zhong)点开展(zhan)党政机关(guan)(guan)(guan)、互联(lian)网等(deng)新(xin)媒(mei)体(ti)(ti)、“窗口”行业等(deng)领域(yu)用(yong)语(yu)(yu)用(yong)字(zi)(zi)规(gui)(gui)范化(hua)(hua)监测。
